Article 1

Aims and Objects

a) To disseminate and exchange information related to higher / tertiary education among member countries in the African and the Asian continents.

b) To communicate the views of the AfroAsian Higher Education Agency for Development (AHEAD) to the United Nations and other International Organisations.

c) To undertake activities for the strengthening of vocational, job oriented and environment friendly education in the higher / tertiary education sector in the Member Countries.

d) To transfer the appropriate technologies for the implementation of higher / tertiary education projects among the Member Countries.

Article 2

Membership

a) All countries situated in the African and the Asian continents are eligible for becoming Members of AHEAD.

b) There shall be no membership fee. However the admitted member countries may sponsor the programmes of AHEAD from time to time.

Article 3

Secretariat

a) There shall be a permanent Secretariat at New Delhi (India) headed by a Secretary General to be appointed for a term of five years.

Article 4

Meetings

a) The AHEAD shall normally meet once a year and such meetings shall be held in one of the Member Countries.

Article 5

Official representatives

a) The Minister of Education or any other related Ministry or any other person nominated by the Government of a Member Country shall serve the AHEAD as Member.

b) Alternate Members may also be nominated for enabling them to attend the meetings in the absence of the Members.

Article 6

Cooperation with the united nations

a) The AHEAD may enter into agreements / understanding with the United Nations, its specialised agencies and organs for speedy implementation of the projects envisaged by AHEAD.

b) The AHEAD may also enter into arrangements for cooperation with other international organisations or bodies as may be deemed necessary.

Article 7

Income and expenditure

a) The expenditure incurred on administrative, technical, cultural, scientific and meeting heads shall be met out of the collections by way of the sale of publications, transfer of technology, sponsorship from different national as well as international organisations.

b) The expenses locally incurred in connection with the annual meetings of AHEAD, shall normally be met by the member countries where the meeting is held, unless otherwise agreed upon between the Secretary General and the host country.

Article 8

Accounts and Audit

a) Proper Accounts will be maintained by the Finance Department of AHEAD to be audited every year by a qualified Chartered Accountancy Firm.

b) The Savings / Current Accounts will be opened in national / international bank(s) to be operated by the Secretary General.

Article 9

President

a) The AHEAD shall at each annual session elect a Member from a participating country in his representative capacity as the President of AHEAD and the person so elected shall hold the office until the election of another President.

Article 10

Vice president

a) The AHEAD shall also elect a Member from a participating country in his representative capacity to be the Vice President.

Article 11

Regional Representation

a) In the election of the President and the Vice President, regional representation will be taken into consideration to the extent possible.

Article 12

Observers

a) The AHEAD may at its discretion admit to its annual sessions Observers from non-participating countries, regional, inter-regional and international organisations and specialised agencies including the UN Bodies.

Article 13

Regional Offices

a) The AHEAD may have Regional Offices besides the Headquarters based on the need for expanding the activities with a view to vocationalising the existing careers.

Article 14

Revision and Modification

a) The Statutes, Rules and Regulations of AHEAD may be revised and modified with the majority decision of the Member Countries should these be deemed necessary.

Article 15

Dissolution and Winding up

a) The AHEAD may be dissolved with a 3/4th majority decision and resolution. The remaining assets will be donated to any other Agency/Organisation having similar aims and objects.
